theodp writes "According to a new survey of college admissions directors
by Inside Higher Ed, the admissions strategy judged most important is
[0]the recruitment of more out-of-state and international students, who
can [1]pay significantly more at public institutions. Ten percent of
those surveyed also reported admitting full-pay students with lower
grades and test scores than other admitted applicants, and a majority of
schools either use or plan to use [2]controversial commission-paid agents
to recruit foreign students (commission-based recruitment is barred in
the U.S.). 'This isn't about globalization or increased educational
diversity,' asserts USC's Jerome A. Lucido. 'They need the money.' So,
should employees of a public university [3]where the President's annual
compensation exceeds $1 million receive a full [4]state-funded pension
for educating [5]16,000+ out-of-state students?"

Amongst the other criticisms was Armstrong's tough statement: 'For a

wisebabo sends word that scientists from UC Berkeley have developed a
method for [0]scanning brain activity and then constructing video clips
that represent what took place in a person's visual cortex ([1]abstract).
The technology is obviously quite limited, and "decades" away from any
kind of sci-fi-esque thought reading, but it's impressive nonetheless.
From the news release: "[Subjects] watched two separate sets of Hollywood
movie trailers, while fMRI was used to measure blood flow through the
visual cortex, the part of the brain that processes visual information.
On the computer, the brain was divided into small, three-dimensional
cubes known as volumetric pixels, or 'voxels.' ... The brain activity
recorded while subjects viewed the first set of clips was fed into a
computer program that learned, second by second, to associate visual
patterns in the movie with the corresponding brain activity. Brain
activity evoked by the second set of clips was used to test the movie
reconstruction algorithm. This was done by feeding 18 million seconds of
random YouTube videos into the computer program so that it could predict
the brain activity that each film clip would most likely evoke in each
subject. Finally, the 100 clips that the computer program decided were
most similar to the clip that the subject had probably seen were merged
to produce a blurry yet continuous reconstruction of the original movie."

But [1]instead there's another fight brewing. 'While it is true that
HTML5 video is a step in the right direction, we also have to take into
consideration the underlying codecs used to deliver the video content,'
says blogger Brian Proffitt. The problem, says Proffitt, is that
Microsoft and Apple's browsers will be supporting only the proprietary

Ogg Theora codecs. 'So, basically, if Ogg Theora content starts making a

expect to see a lawsuit or two headed Google's way after 2015,' concludes
Proffitt."

argument might be made that HP could boost its competitiveness by putting
half of its R&D budget ($1.5 billion a year) into projects like Xen.org,
Android and OpenStack. It would still be less than half what HP is paying
for Autonomy and allow it to focus on solving problems rather than
protecting proprietary product lines and fiefdoms."

cylonlover writes "A very special car will cross the auctioneers block
next month it's the world's oldest running motor car, a historic
[0]1884 de Dion Bouton et Trepardoux Dos-a-Dos Steam Runabout. The second
prototype built by Count de Dion, the car participated in the world's
first automobile race, which only attracted one competitor. It completed
the course, and although it's arguably not possible to have a race
without two competitors, this is the car that 'won' that race, achieving
a claimed top speed of 37 mph on the straights."

An anonymous reader tips news that Dell, Intel, and the Texas Advanced
Computing Center will be working together to build "Stampede," [0]a
supercomputer project aiming for peak performance of 10 petaflops. The
National Science Foundation is providing $27.5 million in initial
funding, and it's hoped that Stampede will be "a model for supporting
petascale simulation-based science and data-driven science." From the
announcement: "When completed, Stampede will comprise several thousand
Dell 'Zeus' servers with each server having dual 8-core processors from
the forthcoming Intel Xeon Processor E5 Family (formerly codenamed "Sandy
Bridge-EP") and each server with 32 gigabytes of memory. ... [It also
incorporates Intel 'Many Integrated Core' co-processors,] designed to
process highly parallel workloads and provide the benefits of using the
most popular x86 instruction set. This will greatly simplify the task of
porting and optimizing applications on Stampede to utilize the
performance of both the Intel Xeon processors and Intel MIC
co-processors. ... Altogether, Stampede will have a peak performance of
10 petaflops, 272 terabytes of total memory, and 14 petabytes of disk
storage."

New submitter [0]therealobsideus tips news that DISH Network has seized
upon the [1]uncertainty surrounding Netflix by taking the opportunity to
[2]roll out a Blockbuster-branded service for streaming movies and TV
shows as well as [3]renting media through the mail. Quoting Mashable:
"The service, Dish Network with BlockBuster Movie Pass, is not a direct
Netflix competitor per se. Instead, its a $10 monthly add-on for
existing Dish Network subscribers that will offer them access to DVD and
Blu-ray as well as video game rentals by mail, along with access to
streaming movies and TV shows. It will debut on Oct. 1 and be accompanied
by a big advertising campaign. In other words, this is a mashup of
BlockBusters existing mail and online services with Dish Networks
current video-on-demand service. For Dish Network subscribers, this is a
great deal. But were scratching our heads to find the value for everyone
else. Dish does say it has plans to offer services for non-Dish Network
subscribers."

RogerRoast sends this quote from the MIT News Office: "As intuitive as it
seems to a human being, spontaneously planning a trajectory around
obstacles in free space is a monstrously complex computation. As a
consequence, most motion-planning algorithms give up on the idea of
finding the most efficient path between the robots initial state and its
goal, settling for any path that wont introduce collisions. [Researchers
at MIT] have [0]built a new robotic motion-planning system that
calculates much more efficient trajectories through free space. ... Not
only do robots guided by the system move more efficiently, saving time
and energy, but [1]they also move more predictably (PDF), a crucial
consideration if they're to interact with humans."

Google has done enough to [0]differentiate paid advertisements from

the victor over the country's competition regulator. The landmark case

'Sponsored links.' In addition, Google now prohibits companies from
advertising products or services with which they are not associated
making it much harder for competitors to artificially take valued

students on Twitter and Facebook was [0]overturned late Friday. Now that
a preliminary injunction has been issued to block the law in question
from going into effect, the Missouri House subsequently passed a similar,
