Two weeks ago in Delhi, India, a 23-year-old woman was violently gang-raped aboard a bus and left naked in the street to die. For two weeks, protests have raged around the world -- but the Indian government is continuing to avoid serious steps toward reform.
On Thursday, courts filed charges of rape and murder against the five men who carried out the horrific crime. In this case, that is a small measure of justice. Too often, though, Indian women say that they face literal years of delay and apathy when trying to seek legal action against their assaulters.
Rape complaints have increased 25 percent in India in the last five years. Many Indian women view police as their predators, not their protectors. The government's only reaction so far to the protests has been further violence -- tear gas, truncheons, and water cannons. When will the violence end?
